Contract Specialist - Federal

Woodbridge, VA - Part Time to Full Time

This position is eligible for a hybrid work arrangement. Salary commensurate with experience $80-95K full-time (equivalent part-time pay based on number of hours weekly).

The Contract Specialist will implement systems, controls, and processes required to manage
ASYMCA contract operations in the Metro D.C. and Norfolk, VA areas. The Contract
Specialist must have a deep understanding of Government procurement regulations
including the Federal Acquisition Regulation (FAR) and Navy Nonappropriated Fund
Procurement Policy; contract administration principles; industry practices; and legal and
regulatory requirements related to contract administration and government contracting. The selectee will administer complex contracts to ensure full compliance with all contract terms and conditions, and applicable laws and regulations.  Pay will be commensurate with
complexity of duties, level of experience, and location. 

Main Responsibilities
  • Preparation of contracts, subcontracts, purchase orders, agreements, and modifications. Tailor prime contract flow downs and general terms and conditions appropriate for specific subcontract provisions. Develop contract letters, and other communications and notices. Review Teaming and Non-Disclosure Agreements in accordance with corporate guidelines.
  • Assist in negotiating and executing contracts, subcontracts, and other pre- and post-award agreements. Review contract/subcontractor estimates, including proposed materials, services costs, etc. for accuracy and compliance. Provide management of contractual rights and obligations for new and revised contracts. Analyze contracts for compliance requirements. Implement and adhere to procurement policies and procedures.
  • Review and analyze Request for Proposal (RFP) terms and conditions and participate in proposal reviews. Analyze contract modifications received and provide recommendations.
  • Analyze market and delivery systems to find the best suppliers in terms of best value, delivery schedules, and quality. Develop and maintain relationships with vendors, suppliers, and other stakeholders. Negotiate prices and terms with vendors and suppliers.
  • Provide financial tracking and status reporting. Monitor and track orders to ensure timely and cost-efficient delivery. Resolve problems related to procurement, contracts, and billing.  Monitor expenditures on cost, incentive, and fixed price contracts requiring funds control; report on anticipated over order or over/underrun of estimated costs; and participates in pre-award surveys. Review accuracy of invoices prior to submission.
  • Maintain electronic contract files and records of all procurement activities. Maintain contract briefs and contract work authorizations in accordance with contractual documentation.
Qualifications
Required
  • A business-related baccalaureate degree from an accredited educational institution and at least seven years of experience in government procurement as a GS-1102, or with a private company contracted to perform services for the Department of Defense; OR equivalent combination of education and experience 
  • Knowledge of and experience with complex service contracts.
  • Deep knowledge of the Federal Acquisition Regulation (FAR)  and Defense Acquisition Regulation Supplement (DFARS)
  • Proven ability to negotiate and manage contracts
  • Excellent organizational and analytical skills
  • High level of proficiency in Microsoft Office Suite and other widely used contract management software.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Outstanding communication and customer service skills.
  • Knowledge of Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) policies and regulations.
  • Ability to respond to significant inquiries or complaints from customers, regulatory agencies, or members of the business community.
  • Ability to effectively communicate and present information to team members, team leaders, customers, and top management.
Desired
  • Knowledge of and experience with construction contracts.
  • Knowledge Non-Appropriated Fund regulations and procurement policies. 
  • National Contract Management Association (NCMA), Defense Acquisition Workforce Improvement Act (DAWIA), Federal Acquisition Certification in Contract (FAC-C) or other relevant contracting certifications.

Physical Requirements/Working Conditions:
  • Able to perform sedentary work including working at a workstation and performing repetitive keyboarding activities.
  • Able to operate general office equipment. Visual and hearing acuity necessary to operate equipment, use telecommunication, read fine print, and utilize a computer monitor throughout the course of a normal workday.
  • Able to lift and carry up to 20 pounds. Some physical effort may be required.
